MULTI-SECTOR AIR POLLUTANTS REGULATIONS
The Multi-Sector Air Pollutants Regulations (MSAPR), formerly the Base Level Industrial Emission Requirements (BLIERs), were implemented in June 2016 by Environment Canada to set air pollution emission standards across Canada for various industrial sectors.
The regulations limit nitrogen oxides (NOx) from heaters and boilers with a power rating greater than 10.5 GJ/hour (Part 1), and from stationary engines with a power rating greater than 250 kW (Part 2).
Part 1 – Heaters and Boilers: Applicable to new and existing boilers and heaters, with a power rating greater than 10.5 GJ/hour, that burn gaseous fossil fuels, such as natural gas, at facilities in eleven industrial sectors (including the oil and gas sector). Registration, ongoing emission testing, and reporting are required.
Part 2 – Stationary Engines: Applicable to new and existing stationary engines at facilities in the oil and gas sector with a power rating greater than 250 kW. Engine registration, ongoing emission testing, and reporting are required.
